REGOLAMENTO DI PARTECIPAZIONE

PREMESSA

  1. ORGANIZZATORI
    Il Sicilia Queer filmfest è organizzato dall’associazione culturale Sicilia Queer. Festival indipendente, da qualche anno gode del MIBACT - Direzione Generale per il Cinema, del sostegno della Regione Siciliana, Assessorato al Turismo Sport e Spettacolo - Sicilia Film Commission; del Comune di Palermo, Assessorato alla Cultura. A questi si aggiungono associazioni e sponsor privati.


  2. OBIETTIVI
    Il Sicilia Queer filmfest – Festival Internazionale di Nuove Visioni è un progetto che si propone di promuovere la cultura cinematografica e il contrasto alla discriminazione sociale, e di difendere e sostenere la cultura delle diversità attraverso una valorizzazione di opere non conformi, esplorando un orizzonte costituito da sguardi volti a costruire una prospettiva nuova verso il cinema del futuro. Il festival intende promuovere giovani autori, cinematografie emergenti e indipendenti, nuove forme espressive legate alla sperimentazione e all’innovazione di linguaggi tradizionali e non.


  3. DATA E DURATA
    La decima edizione del Sicilia Queer filmfest avrà luogo dal 25 al 31 maggio 2020, per la durata di sette giorni.


  4. PROGRAMMAZIONE
    Oltre a diverse sezioni non competitive, il festival presenta duedistinte sezionicompetitive:
  • Queer Short: Concorso Internazionale di cortometraggi. Sezione competitiva dedicata a opere legate a tematiche queer in un’accezione ampia del termine. Al concorso sono ammessi tutti i generi (fiction, documentario, animazione, videoclip musicali, sperimentazione), fatta eccezione per spot pubblicitari e sigle televisive.
  • Premio Internazionale Nuove Visioni: Concorso Internazionale aperto a Lungometraggi di finzionee Documentari. Sezione competitiva dedicata a opere prime e seconde, a nuovi autori o a film innovativi per altri punti di vista, non necessariamente legati a tematiche queer.

5. ISCRIZIONE QUEER SHORT
CONCORSO INTERNAZIONALE PER CORTOMETRAGGI

  1. L’iscrizione ha un costo di 5€ (euro cinque/00).
  2. La selezione dei film avviene a cura e giudizio insindacabile della direzione del festival.
  3. Possono partecipare al concorso i cortometraggi che siano riconducibili alla tematica queer in senso lato, terminati dopo il 1° gennaio 2018. Sono ammessi lavori non superiori ai 25’ di durata totale. La direzione del festival si riserva in casi eccezionali di ammettere opere che superino la durata sopraindicata.
  4. La richiesta di iscrizione al festival deve essere inoltrata a mezzo della scheda ufficiale di iscrizione, compilabile online sulla piattaforma FilmFreeway.
  5. I titolari delle opere che intendono partecipare al festival dovranno, entro e non oltre il 29 febbraio 2020, inviare un dvd o un link streaming o caricare un file seguendo le procedure indicate nell’entry form della piattaforma FilmFreeway.
  6. Agli autori dei film in lingua diversa dall’italiano e non sottotitolati in italiano, o in inglese, o in francese è richiesto di inviare unitamente al dvd/link una lista dialoghi in italiano, in inglese o in francese. In caso di selezione, le copie di proiezione dei film italiani dovranno essere corredate da sottotitoli in lingua inglese.
  7. La direzione del festival nominerà una giuria internazionale composta da almeno tre persone incaricate di assegnare il premio per il miglior film.
  8. È possibile l’attivazione di un premio del pubblico che potrà essere intestato e sostenuto da uno degli sponsor del festival.
  9. In caso di invio tramite posta (farà fede il timbro postale), il DVD del film dovrà pervenire al seguente indirizzo:

6. ISCRIZIONE PREMIO NUOVE VISIONI
CONCORSO INTERNAZIONALE PER LUNGOMETRAGGI

  1. L’iscrizione ha un costo di 10€ (euro dieci/00).
  2. La selezione dei film avviene a cura e giudizio insindacabile della direzione del festival.
  3. Possono partecipare al concorso i lungometraggi di finzione e documentari terminati dopo il 1° gennaio 2018.
  4. La richiesta di iscrizione al festival deve essere inoltrata a mezzo della scheda ufficiale di iscrizione, compilabile online sulla piattaforma FilmFreeway.
  5. I titolari delle opere che intendono partecipare al festival dovranno, entro e non oltre il 29 febbraio 2020, inviare un dvd o un link streaming o caricare un file seguendo le procedure indicate nell’entry form della piattaforma FilmFreeway.
  6. 7. FILM INVITATI E TRASPORTO DELLE COPIE

  1. Solo per le opere invitate al festival, l’Ufficio Programmazione si occuperà di richiedere una documentazione completa fornendo un elenco dei materiali richiesti. Di essi si intende autorizzata e gratuita la pubblicazione, sia per il catalogo che a scopi promozionali a mezzo stampa e web.
  2. Il materiale informativo e fotografico eventualmente mancante dovrà pervenire tassativamente entro una settimana dalla data della comunicazione dell’avvenuta selezione.
  3. Le spese di trasporto di tutti i materiali per la selezione sono a carico dei partecipanti. I materiali dei film non ammessi al festival non saranno restituiti e gli aventi diritto si impegnano ad autorizzarne il deposito e la conservazione presso l’archivio del Sicilia Queer filmfest ad esclusivi fini di studio, catalogazione e segnalazione ad altri festival. L’archivio sarà mantenuto in un apposito fondo disponibile per la consultazione gratuita.

8. PROIEZIONE DEI FILM

  1. Il calendario e gli orari delle proiezioni sono di esclusiva competenza della Direzione del festival.
  2. I formati di proiezione devono necessariamente essere inviati in formato DCP, Bluray o file video HD.
  3. I film in lingua straniera destinati alla proiezione in sala, se non già muniti di sottotitoli in italiano, saranno presentati in versione originale con sottotitoli elettronici in italiano a cura del festival.
  4. La Direzione del festival curerà la pubblicazione di un catalogo generale delle opere presentate.

9. PREMI

  1. Tutti i premi del festival vengono attribuiti ai registi delle opere vincitrici. Le sezioni competitive del festival prevedono i seguenti premi:
  • Premio Internazionaledi Nuove Visioni: Concorso Internazionale aperto a Lungometraggi di finzionee Documentari. Il premio, accompagnato dalle relative motivazioni, sarà assegnato da una giuria composta da almeno tre membri nominata dalla Direzione del festival. Il giudizio insindacabile della giuria assegnerà un premio di 1000,00€ (euro mille/00) al miglior lungometraggio.
  • Premio Queer Short: Concorso Internazionale aperto a Cortometraggi. Il premio, accompagnato dalle relative motivazioni, sarà assegnato da una giuria composta da almeno tre membri nominata dalla Direzione del festival. Il giudizio insindacabile della giuria assegnerà un premio di 500,00€ (euro cinquecento/00) al miglior cortometraggio.

b. I produttori e i distributori, nonché gli addetti all’acquisto e alla vendita dei film premiati, si impegnano a riportare sul materiale pubblicitario (manifesto, cartella stampa, trailer, sito internet) la menzione del premio ricevuto al Festival. Il logo ufficiale dei diversi premi sarà fornito dal festival e non dovrà essere modificato in alcun modo senza l’autorizzazione del festival.

c. I vincitori saranno invitati a mettere a disposizione (a titolo gratuito) una copia del film premiato per proiezioni supplementari per eventuali iniziative collaterali volte alla diffusione delle opere premiate nelle settimane successive al festival.

10. NORME GENERALI

  1. L’invio delle copie di proiezione delle opere selezionate dovrà avvenire entro il 30 aprile 2020 per gli autori residenti fuori dall’Italia, ed entro Il 5 maggio 2020 per gli autori residenti in Italia.
  2. Salvo accordi diversi, le copie di proiezione dei film selezionati provenienti dai paesi non appartenenti all’Unione Europea devono essere inviati via corriere con la dicitura "Senza valore commerciale. Solo per scopi culturali". Il festival non accetterà spedizioni di film gravate da oneri doganali a proprio carico.
  3. Autori e/o produttori rispondono del contenuto delle proprie opere e dichiarano, con l’iscrizione al concorso, di aver adempiuto ogni obbligazione nei confronti di terzi derivante da diritti d’autore.
  4. I film selezionati, la cui disponibilità sia già stata confermata dagli aventi diritti, non possono essere successivamente ritirati dal festival per alcuna ragione. Nel caso in cui l’autore o la produzione decidano di ritirare la partecipazione di un film già incluso in programma verrà richiesto il pagamento della somma di € 2.000,00 (euro duemila/00) a titolo di risarcimento danni.
  5. La richiesta di ammissione al SICILIA QUEER filmfest implica l'accettazione incondizionata del presente regolamento.
  6. La Direzione del SICILIA QUEER filmfest potrà prendere decisioni relative a questioni non previste dal presente regolamento. Per ogni eventuale controversia è competente il Foro di Palermo, e fa fede la versione italiana del presente regolamento.

PREMISE

1. ORGANIZERS

The cultural association Sicilia Queer organises the Sicilia Queer filmfest. Independent festival, it has been supported for some years by the MIBACT - Directorate General for Cinema; by the Regione Siciliana, Department of Tourism Sport and Show Business – Sicilia Film Commission; by the City of Palermo, Department of Culture. Along with them, it receives further support by some associations and private sponsors.

2. AIMS

The Sicilia Queer filmfest ­– International New Visions Festival is a project whose aim is to promote the cinematographic culture and the fight against social discrimination, and to protect and sustain the culture of diversity through the promotion of non-compliant movies, exploring horizons in search of a new perspective towards the cinema of the future. The festival intends to promote young actors, emerging and independent cinematography, new forms of expression connected to the experimentation and innovation of traditional and non-traditional languages.

3. DATE AND DURATION

The tenth edition of the Sicilia Queer filmfest will be held from May 25th to 31st, 2020, for a total duration of seven days.

4. PROGRAM

In addition to various non-competitive sections, the festival presents two different competitive sections:

  • Queer Short: International Shorts Competition. Competitive section for works related to queer issues in a broad sense. Any genre is permitted (fiction, documentary, animation, music video, experimental films) except for commercials and TV jingles and titles.
  • New Visions: International Fiction Feature Films and Documentary Competition. Competitive section for debut films and second films, for debuting directors or for films considered as innovative under other points of view, not necessarily related to queer issues.

5. INTERNATIONAL QUEER SHORT COMPETITION SUBSCRIPTION

  1. A 5€ (five euros/00) entry fee is applicable to submitted films.
  2. The selection will be the sole decision of the direction of the festival.
  3. Only short films relatable to queer issues in a broad sense, completed after January 1st, 2018 are eligible for the competition. The running time must not exceed 25’ of total duration. The direction of the festival reserves the right to admit, in exceptional cases, works that exceed the running time indicated above.
  4. All films should be entered online through the official entry form which can be filled online on FilmFreeway.
  5. Filmmakers willing to enter the competition must send a DVD or a streaming link or upload a file following the directions in the entry form on FilmFreeway, not later than February 29th 2020.
  6. If not with Italian dialogues, all preview copies should be subtitled in Italian, English or French. An Italian, English or French dialogue list should be sent along with the DVD/link. All selected films must be subtitled in English.
  7. The direction of the festival will elect an international jury made up of at least three members designated to award the prize for best picture.
  8. During the festival, an Audience award supported by a sponsor of the festival may be established.
  9. In case you’re not able to provide us with a digital preview copy please send your DVD (the date of the postmark will be considered authentic) to the following address:

6. NEW VISIONS AWARD INTERNATIONAL FEATURE FILM COMPETITION SUBSCRIPTION

7. SELECTED FILMS AND SHIPPING OF PRINTS

  1. The Scheduling Office will be in charge of requesting a complete documentation. All selected filmmakers will receive a list of the required materials only. These materials will be used in Festival publications and for distribution to the press and Festival guests.
  • The requested materials should be sent/submitted as soon as possible upon acceptance of the invitation, but no later than one week after the selection communication.
  • The shipping costs of all the materials for the selection are at applicant’s expense. The materials of non-selected films will not be returned and the copyright owners commit to authorize the festival offices to store them in the archive of the Sicilia Queer filmfest for the exclusive use of study, cataloguing and recommendation to other festivals. The archive will be available for free consultation.

8. FILM SCREENING

  1. The screening schedule will be the sole decision of the Direction of the festival.
  2. The screening format must necessarily be sent in PAL version.
  3. All films in foreign language, if not provided with Italian subtitles, will be screened in their original version with Italian electronic subtitles provided by the festival.
  4. The Direction of the festival will be in charge of the publication of a general catalogue of the selected films.

9. AWARDS

  1. All the awards are assigned to the directors of the winning works. The competitive sections of the festival will have the following awards:

International New Visions Award: International Fiction Feature Films and Documentaries Competition. The award, followed by the related motivations, will be assigned by an international jury of at least three members selected by the Direction of the festival. The final, incontestable judgement of the jury will assign a prize of 1,000.00€ (one thousand euros/00) to the best feature film.

Queer Short Award – International New Visions Competition: The award, followed by the related motivations, will be assigned by a jury of at least three members selected by the Direction of the festival. The final, incontestable judgement of the jury will assign a prize of 500.00€ (five hundred euros/00) to the best short film.

b. The producers and distributors, as well as the purchase and sales personnel commit to show on the film promotional material (poster, trailer, website…) the mention of the received award of the festival. The official logo of the awards will be provided by the festival and must not be altered in any way without the authorization of the festival.

c. The winners will be invited to release a copy of the awarded film (free of charge) for further screenings aimed to the diffusion of the awarded works in the weeks following the festival.

10. GENERAL RULES

  1. The screening copies of the selected works must be sent before April 30th, 2020 (in case of international shipping), and before May 5th, 2020 (in case of domestic shipping).
  2. Unless differently agreed, the screening copies of selected films coming from non EU countries must be sent via express courier. Please write on the outside of the package: “No commercial value. For cultural purposes only”. The festival will not accept the shipping of films burdened by customs fees at festival expense.
  3. Filmmakers and/or producers are responsible for the content of their works and by entering the competition they automatically acknowledge that they have fulfilled any obligations towards third parties, including royalties and copyright.
  4. The selected films, whose availability has already been confirmed by the right holders, cannot be later withdrawn from the festival for any reason. Should the filmmaker or the producers decide to withdrawn a selected film already included in the festival schedule, they will be required to pay the sum of 2,000.00€ (two thousand euros/00) as a compensation for the damages.
  5. The application to the SICILIA QUEER filmfest implies the unconditional acceptance of every part of the present regulations.
  6. The Direction of SICILIA QUEER filmfest can take decisions on issues which are not listed above. In case of any controversy, the place of jurisdiction is the Court of Palermo. Please note that, in any case of dispute, only the Italian version of these regulations is legally valid.
